I’m planning a wedding in California, and I live in Utah, this is so tough!
Mothers Cove near Seal Beach, or in Laguna…If you contact the offices of the state beaches, they may be able to give you some ideas for public beach sites that may be used.
Any Ideas for a great place to have an outdoor beach wedding in southern California for a minimal cost?

try having it on the beach.. with the sunset or even a sunrise wedding. my bro-in-law and sister-in-law had one in florida and the pics were beautiful. and if it is just a few guests, then put out some chairs or just have them stand if it is going to be a short and sweet ceremony. have your preacher there and as you are saying "I DO" have the sunset.
